It used to be that the medics did not carry weapons. So, in earlier wars, a lot of conscientious objectors were medics, and served with distinction. I believe (but could be wrong) that now the MEDICS carry weapons, the DOCTORS/NURSES do not (or if they do, they're nine-mils).
Who comes up with these ideas?
People with no actual practical experience, I think. Don't get me wrong, I think civilian control of the military is a Very Good Thing, but I also think that it would be nice to have people with SOME experience making these decisions. And that is becoming rarer these days.
